Web: Add Ability to Select a Contributor via autocomplete to Tip

As a user I'd like to be able to not have to memorize GitHub usernames or spelling of a contributor so that I can send a tip.

Add ability to select a user via autocomplete in a type down in tips dialog .

Type Name in input field

So then why does it still show up in the Gitcoin explorer as an open bounty?
