Web: As a local env user, I want to be alerted about unsupported networks appropriately

Description

Our current checks for supported vs unsupported web3 networks informs the local development environment user that they are connected to an unsupported network while using mainnet, but tells them to use mainnet or rinkeby.

Possible Implementation

Modify both shared.js starting on L498 and legacy/shared.js starting on L475 to display appropriate alternatives for local env users to include testrpc via ganache-cli and rinkeby.
