Web: Profile Page needs to be sized up if it's smaller than it should be

Success Criteria

This users profile should be scaled up to fit the entire picture.
There should not be a regression in any of the other profile pictures on the leaderboard (https://gitcoin.co/leaderboard)

Gonna give this a shot, I think!

It just appears that avatars that are smaller than the 215x215 avatar thumbnails get put on a whitespace canvas instead of being scaled up to the 215x215 size.

I'm taking a look at using PIL.ImageOps.fit as a replacement or together with PIL.Image.thumbnail

Seems promising so far!

Since this is my first issue on gitcoinco/web, I'll make sure to keep everyone posted with progress and let y'all know if I think I can't finish it

@owocki Take a look at this picture. It seems as though the image is the correct size. It just has a lot of white space.
