Description
A broken URL in the preferences page. When the "Strict" privacy setting is turned on in about:preferences#privacy, there is a "Heads up!" box with a hyperlink which is supposed to lead to a Mozilla article about disabling content blocking for individual sites. Clicking the URL leads to a non-existent page.
To Reproduce

When clicking on the Learn how hyperlink, the following webpage should open in a new tab:

The issue comes from this wrong variable assignment:

It could be that privacy.trackingprotection.introURL is not defined, so the target is set only by the concatenation:
