Vscode: Unlock issue #10121 in the interest of transparency and honesty

Issue #10121 is about allowing for floating and detachable windows for better multi monitor support.

It's the most upvoted feature request, but in "Dec 3, 2018" microsoft has locked and limited the conversation, preventing further upvotes.

Microsoft has also been aggressively duping and ignoring any related issues, with the excuse that this would be addressed since it was in the 2019 roadmap.

Since "Dec 3, 2018", no progress has been reported and people cannot upvote this feature anymore.

The issue was then added to the 2020 roadmap as well, with no progress and no changes from the same 2019 roadmap.

It seems that this issue is not going to be addressed any time soon due to "architectural issues".

True honesty and transparency calls for the conversation to be unlocked and for the community to be allowed to vote for it and comment in the issue.

@pedrogarcia thanks for bringing this forward. It is correct that we had this on our 2019 roadmap and moved it to our 2020 roadmap without any visible progress. As you know we locked the issue in response to https://github.com/microsoft/vscode/issues/10121#issuecomment-443602572 and the concerns brought forward there would still apply if we were to unlock it. We'll discuss.

I know this is a complex issue and I am not aware of all the detail other than what I read on here and the https://github.com/microsoft/vscode/issues/10121#issuecomment-345770248 .

I see that the electron architecture is one blocker. The Microsoft teams application has just today popped up saying that my meetings can now pop out, (and they do, its great). If they have managed that with electron then it seems that they solved that particular issue. Maybe a chat with the teams team to see how they implemented it would help? @kieferrm

I live in hope that i will get detachable editor windows in vscode 😄
