Vscode: Suggestion: Move "Open Settings (JSON)" button to lower gutter

Moving from 1.29 to 1.30 Insiders build, I had difficulty figuring out how to view the settings as a JSON file. In 1.29 the functionality is accessed through the ... on the lower gutter where the User Settings and Workspace Settings tabs are.

When I first accessed the Settings view on 1.30 I noticed the ... button was gone from the lower gutter, so I thought to access the JSON file it must be through the ... in the top gutter, but it wasn't there. I didn't realize it was in the {} button until a while later. This will probably cause some confusion for users when they upgrade from 1.29 to 1.30.

I agree that having a separate button to view the JSON is the way to go, but I want to suggest moving that button from the top gutter to the lower gutter would avoid some confusion. Here is my suggestion (split view):

On the other hand if it is left as is, there may be some confusion when first discovering the new button but after that there shouldn't be any more confusion. Just some feedback I had for this change.

I prefer the consistency of keeping it in the normal gutter and don't plan to change this at the moment. But I wanted to keep a discussion issue open.

I like how it is now and is also consistent with other editor title actions. I am not a fan of having two similar action bars. I think the current action is more discoverable by an explicit action.

Another thing to note is that we try to keep primary actions visible with one-click buttons, but then move secondary actions into the ellipsis menu. These primary actions are consistently used throughout the product:

I think this will take some time adjusting to the button but do like that it is consistent with the rest of the action bars.
