Vscode: Allow text-shadow to be used in themes

I used to use a neon theme in brackets that had really awesome glowing neon text

I tried making a similar theme in vscode but didn't realise the CSS property text-shadow was not supported.

I know this is a very small and low priority request but it would totally make my day if we could implement glowing text in our themes.

I recently came across the synthwave-vscode theme that uses a similar glow effect. It depends on applying some custom CSS via another extension to add the text shadows and some other visual enhancements. It works, but it's a bit hacky and fragile since it depends on the VSCode generated CSS classes for the theme.

It's a bit silly, but provides a nice "pop" that works surprisingly well, so it would be nice to enable themes to take advantage of this without the fragile workarounds.

Only thing stopping me from installing the themes is the hacky workaround native support would be awesome!!
