I think it is a bug. If I pin from Start or Taskbar:

@torn4dom4n btw, I have the same problem with Visual Studio Pro 2017. I even tried to solve it with the support, online, but that couldn't even help. My last resort was to re-install a clean windows version, guess what? Nothing changed. 馃
@sherbinyk Did you try using VSCode-win32-*.zip? I can sure correct icon on the desktop when you create a shortcut. This is the link: https://code.visualstudio.com/docs/?dv=winzip. I am using Visual Studio Pro 2015 so I can not help your problem with Visual Studio Pro 2017.
@sherbinyk You can try to download Visual Studio Pro 2017 again or try to create an offline installation. This maybe helps you. I use Visual Studio Pro 2015 offline installation but can't download offline Visual Studio Pro 2017.
@torn4dom4n so buggy! I have downloaded the zip folder. When I pin and unpin VScode it shows the right logo for a moment. Although, the shortcut as you mentioned shows the right logo as well. Regarding VS Code Pro 2017. I have downloaded it so many times but the same issue remains. But, I never did an offline installation yet tho.

Sorry, I can't help your problem with Visual Studio Pro 2017 and this is Code Properties:

For me, only Code.exe isn't showing correct.

I'm not positive this is actually a bug. If you inspect the icon files embedded in the exe you can see that the smallest version of this image is missing the little hook underneath, which makes sense as things start getting cramped at that small resolution.
I know if I toggle my taskbar buttons between small and normal it switches which image it uses -- because it uses one of the smaller resolution images for small taskbar buttons. You can check if this is the case by either toggling the "Use small taskbar buttons" setting, or by messing with the display scaling (or a combination of both.)
@camwheeler you're definitely correct. It only occurs when I use the small taskbar buttons.
@camwheeler is correct - in the small taskbar we use an icon without the bounding box on the right/bottom.
