Steps to Reproduce:
Run VS Code with admin privileges so the changes can be applied.
I've been able to enable vscode-icons until I updated vscode-insider today.
In addition, I can enable vscode-icons with vscode(1.3.0)
the version of vscode-icons is 1.3.12.
Is this an issue for vscode-icons?
I am very sorry to hear you are having issues with VS Code. Reading your description it seems that the issue originates from an extension and not VS Code itself. Thereby I will close this issue and kindly ask you to report this issue against the extension repository.

This issue has been fixed at vscode-icons 1.4.0 馃帀 https://github.com/robertohuertasm/vscode-icons/commit/2bb17336d7338375ff51d3a0bb78b1a2e961019a
I'm still having the same issue with vscode-icons at version 1.4.3, latest VSCode.

you can run sudo code . --user-data-dir=. in bash
