Vscode-remote-release: Installing a locally installed extension on a remote does not show "Installing"

Repro:

  1. Copy a build copy of terminal-sample over to ~/.vscode-insiders/extensions
  2. Remote to an SSH machine
  3. Press "Install in SSH: ..."

The button won't change to "Installing" like it does with extensions installed from the marketplace

This is a limitation while installing non gallery extensions. Will look into this in August.
