Hi @crsundar, The article you reference is for Visual Studio IDE, not Visual Studio Code.
You can find the VS Code documentation at https://code.visualstudio.com.
VS Code doesn't have built-in support for "Create New Project" and is primarily an editor rather than a full IDE (integrated development environment). Programming language support is through VS Code extensions (C++, Java, Python) and those extensions may or may not support creating new projects or relying on application generators such as Yeoman.
Depending on the programming language you are working with, you may find introductory articles under https://code.visualstudio.com/docs/languages or more in-depth tutorials and documentation under a language specific section (for example, Python has documentation under https://code.visualstudio.com/docs/python).

Dear Greg,
I find that while working with Visual Studio I am constantly being
interrupted with downloads, updates and so on.
This is very disturbing and annoying.
Please do something about this.

Dear Greg,

Why is it that updates take longer than installation?

Just this morning I installed VS IDE. Now I find that the program is
automatically updating from 16.7.6 to 16.9.2. Some 690 packages are getting
downloaded and installed. It is taking almost an hour.

The point is why were these packages not installed with the IDE in the
first instance itself.

Kindly look into this.

Hi @crsundar This looks like product feedback for Visual Studio IDE. You can report product issues to that team via the Report a Problem tool that appears both in the Visual Studio Installer and in the Visual Studio IDE.​
Via the main menu bar Help > Send Feedback > Report a Problem.
