I think we have evolved where this novelty/meme pr is no longer required. it was a nice joke 6 months ago, but this isn't really a good way to handle "people are doing things I don't like." I move that we revert this change.

Adding brain damage to cat ears is a very low RP idea, which we tend to discourage, but allow. I don't think deliberately coding something just to spite people is a great addition, so with these two things considered please remove cat ear brain damage thank you

So the issue is someone puts a hat on you? What's stopping you from kicking their ass and explaining to the station that they did it. I don't see a difference between this and any other form of assault, it's the persons fault not the weapon, and this weapon doesn't seem over-burdening.
