Vgstation13: Harm Labeling bugs

Description of issue

• Harm labeling a hand held flasher does not prevent it from working on targets.
• Harm labeling a portable flasher is impossible (as far as I know) as it requires a 35 letter long label to make it stop working and the max length label you can write is 25 characters.
• Harm labeling doesn't work on anything that is already labeled and actively removes previous harm labels. (this one's easily fix in game by just removing a label before harm labeling something so it's not as big of a deal)

Honestly the messages should be removed if only for memory reasons, but there should still be a visible difference between regular and harm labels and I'm not sure how else to do it
And please don't say "just check lol"
