Vercel: now dev doesn't work offline (15.6.0)

Here is the error:

As someone working a lot during travel/flight, this is pretty unfortunate, but I understand you need to prioritize.

Thank you for reporting this!

I understand the need for developing offline and we'll most likely look into a special option that offers this. However, for now, we won't be advancing further into this area, as we're planning to pull the development secrets from the cloud in favour of a better user experience.
