It seems that no matter how much I use overdrive, I don't see any fuel being used.

First of, I'm not sure how much fuel ordinary drive consumes. It possible this is 0.
You can test by setting out in a direction and going to bed.
Second, it depends on the ship. The startup ship, llama has a pretty large fuel tank. If you switch to Gawain or one of the other small/light interceptors, you'll start to see fuel usage.
Again, I suspect that when we refactor, this issue will either go away or we'll know for sure how much fuel ordinary flight, overdrive, SPEC, jumps and firing guns take.

I can confirm that even the Llama definitely uses fuel, given enough time and engine burns. I think this issue can be closed.

It does use fuel... Just load it up with something heavy.
However, after every docking, the fuel display will read 100% As in, you have 100% of the fuel you have taken off with, not 100% of the fuel tank. <- That's a bug, IMHO. #279 (Different from this one)
