Vcpkg: Some qt5 modules are still 5.12.7 after updating to 5.12.8

According to #10749, qt5 should be 5.12.8 now, but some modules are still 5.12.7.

We need two things in vcpkg.
A) a variable containing the current version of the port to check against.
B) a way to make version a reference to another port. This would not only apply to qt but also to boost and openssl. Something like Version: $(qt5-base)
Will fix if nobody beats me to it.
