Validator.js: Feature Request - Add Time Validator

Similarly to how the documentation mentions of a Date and DateTime validator, it would be great if there was a validator for Time. Don't know how the api for this would look like but I don't think it would be too far off from how the Date and DateTime validator operate.

Could you also post here the spec or how you are looking to tackle it; I see several variations, 12-hr, 24-hr, will we add seconds section, etc?
