Validator.js: Feature Request: VAT identification number validation

Hi!

I'm using validator.js in a personal project. Sometimes I need to validate VAT identification numbers(1) from users' input and I think it can be useful for more people.

If you think it's a good idea I can send a pull request with the implementation
