vagrant ssh is incredibly slow for Hyper-V provider (~15 seconds to complete)

Expected behavior

vagrant ssh should have been executed way faster

Actual behavior

vagrant ssh roughly takes ~15 seconds to complete.

Steps to reproduce

1. vagrant up with hyperv provider
2. vagrant ssh to the guest
3. observe that it takes a very long time

@Wenzel Were you able to solve this? I'm finding general slowness for any command that I run taking 7+ seconds to run something like vagrant up, vagrant provision, vagrant ssh, etc.
