Vagrant: Vagrant 2.2.3 : Timed out while waiting for the machine to boot

VirtualBox 6.0.4

problem that networking isn't setup properly in these boxes.
Verify that authentication configurations are also setup properly,
as well.

If the box appears to be booting properly, you may want to increase
the timeout ("config.vm.boot_timeout") value.

but vagrant 2.2.5 and virtualbox 6.0.12 have no problems!

it must be a bug ,why the issue closed ?

remove this lines
config.ssh.username = 'root'
config.ssh.password = 'vagrant'
config.ssh.insert_key = 'true'

and try
vagrant reload && vagrant ssh

I have the same issue, but it show even when i run:
vagrant init hashicorp/precise64 and then vagrant up.
I think that it start show after Windows 10 update.

I had this issue too,
I updated vagrant to the latest version then I enabled virtualization from the BOIS settings. Apparently they disabled virtualization after windows 10 update
