I'm not a developer so take what I say with a grain of salt.
The ucp is not tested on other operations systems, just like game versions,
it should work on other versions, but they are not officially supported as
it's a bit much work to test everything on every version and every
operating system.
If you have access to another pc with a later OS, you can copy your game
files over, run the ucp to modify it, then copy back to your xp pc.

Try using the unofficial build UCPv2.14 found in #587
Most people running Windows XP have the 32-bit version, and the release build appears to work for 64-bit systems only. So using the build in #587 should solve your problem. If not, I recommend doing as GRhin suggested and using a pc with a later, 64-bit OS and then moving the game files.

@sayelaoda can you give some info on what 'does not work' mean exactly? Is there an erro message? Does the window open and close? Is there anytbing else that might be fixed by installing some .net framework components from newer OS versions?

something like
"is Not a valid win32 application"
but ,I tried #587 and it still shows the same "Not a valid win32 application"……
