Hi, in the previous betas, the hovering was disabled in full screen, but now it's been added again. Reopening the issue.
As for Telegram Desktop cannot understand the reason why it's been locked, probably too many comments.

It’s a few years now that the pane open on pointer entered and this behavior has never changed. The difference is that now, if the window is big enough clicking the sticker button will actually pin the pane.

Well, with some older commits it was just showing the tooltip, probably because you hadn't implemented it yet
