Tslint: Rule request: ordered-exports

Like sorted-imports, but for exports. Same reasoning as before: makes it easier to organize & sort visually.

@steveacalabro I was willing to work but then read this blog from palantir

Also ESLint seems to be working on Typescript linting

Therefore I am deferring any work.
Sounds reasonable?

Note: per #4534, this issue will be closed in less than a month if no PR is sent to add the rule. If you _really_ need the rule, custom rules are always an option and can be maintained outside this repo!
