Tslint: More restrictive whitespaces

One of the rules whitespace or no-irregular-whitespace should catch whitespaces in irregular places, e.g.:

TSLint core's been moving away from formatting rules for some time now. Examples: #3995 / #3568 / #2814 / #3330 / #1306. In particular, per the discussion in #3330: every feature comes with a maintenance cost.

• ...continue to add options to whitespace and friends?
• ...keep the formatting rules where they are as a baseline?
• ...move the formatting rules to tslint-consistent-codestyle or another repository?
