Empty 'changes' resource group is present in the SCM

Reproduction Steps

• Open a workspace with a git project
• Go to SCM
  Wong: an empty CHANGES resource group is shown:
  
  Even if there are stage changes, an empty CHANGES resource group is shown as well:

I have noticed this yesterday as well, created an issue and have changed my mind. It is the same in VS Code (Version 1.35.1 (1.35.1))

Although it is a tiny bit counterintuitive, I think it is not a bug.
