Perhaps it is clear to others but not to me; what do you mean?
@madankumarj, what do you mean by packaging.
I think he means create an app that runs on Chromebooks and allows you to edit locally accessible files. In other words, not hosting it on a remote server, but actually running the server locally and using the local browser to do the file editing.
At the moment, on a Chromebook (without Linux apps support) real dev work needs to be done in the browser on a remote system - which is bad if you're on a train, a plane or in the countryside.
I think it's a cracking idea. We know that local editors work nicely (https://chrome.google.com/webstore/detail/caret/fljalecfjciodhpcledpamjachpmelml) and we know we can run a webserver (https://chrome.google.com/webstore/detail/web-server-for-chrome/ofhbbkphhbklhfoeikjpcbhemlocgigb) so it could be worth a shot.
One can create standalone package.json and try to run it as a chromebook app. Code can go under https://github.com/theia-ide/theia-apps I don't think that active contributors will look into it any time soon, so help from the community is welcomed.
I will do some research on the best way to run a Node server in a background task when I have some time.

You can setup node (nodebrew) & yarn with chromebrew in Dev-Mode.
Then you can build theia and run it: https://theia-ide.org/docs/composing_applications/
