Testcontainers-java: New docs: Startup strategy information/examples

Improvement for the new mkdocs-based documentation.

Add a section 'Startup Strategies' to docs/features/startup_and_waits.md describing the default and 'one-shot' strategies, with a codeincluded example for the latter.
