Terraform: Change topic of #terraform IRC

IRC is great for the community but blease, choose one channel or another. Having two is confusing. Seems more people are in #terraform-tool, but #terraform is a better name and easier.

Suggest changing the topic of one or the other to direct people to the "official" one, and @mentioning everyone to migrate.

This has come up recently in #terraform-tool as a complaint.

We can ask Freenode staff to setup an automatic redirect to #terraform.

We would need to set +ntc-slk (plus herpahs +Ccns) on #terraform, and then setup redirect/off-load from #terraform-tool to #terraform, and it should be it.

We need input from @mitchellh since he is the owner of both channels.
