Terraform-provider-azurerm: Databricks support for Workspace ID and URL in attributes

Description

In the latest databricks release a specific URL is provided for each workspace. The guidance is to use this instead of the existing regional URLs.

There is support for it in the latest golang SDK: https://github.com/Azure/azure-sdk-for-go/blob/c222f285c0f9d595c7ee186f24d4dfbf4cd8a6ad/services/databricks/mgmt/2018-04-01/databricks/models.go#L646

Plan would be to expose both the ID and the full URL as attributes on the existing resource.

Now that #6725 is now in I'll get this change submitted as a PR shortly :+1:

This has been released in version 2.11.0 of the provider. Please see the Terraform documentation on provider versioning or reach out if you need any assistance upgrading. As an example:

provider "azurerm" {
    version = "~> 2.11.0"
}
# ... other configuration ...
