Termux-packages: manpages-dev and manpages-posix-dev are missing

this is not crucial, but would be nice to have, especially for students writing C programs.
On a sidenote; I wanted to contribute this package and had no idea where to start, if you have some good documentation on how to contribute a package, please let me know.

Fork, add your packages in your personal repository, then pull requests into this repo, possibly with a title starting with Add package:
