Sxiv: Cut a new release

sxiv now supports fontconfig. So, it's time to make a new release.

Please, this. The last release is dated Oct 27, 2017. Cutting a new release would precipitate distribution downstream to be updated past v24. I'm currently installing from the AUR, for example.

As far as I know, this is the only open issue. This creates a cyclic dependency.
