Svelte: can not receive svelte releases notify

I'm watching Release only. but did not receive any notification.

So I can't know the project process in time.

I guess the reason why I didn’t receive the notice is that svelte didn’t write release note.

Indeed, it sounds like that's, for the time being, the expected behavior, though I don't know who would want that to be the expected behavior. https://github.community/t/not-getting-release-notification-despite-watching-releases/1792

I don't think we want to add more steps to our process just for this though. There's an Atom feed at https://github.com/sveltejs/svelte/releases.atom that you can subscribe to that has all of the tags in it.
