Svelte: Disable CSS minification

I, personally, would prefer the generated CSS not be minified in development, but it doesn't look like there's an option to disable minification. Would you be open to adding one?

I think there are still sourcemaps for the generated CSS, right? And whether the CSS is minified doesn't really matter when inspecting styles in dev tools.

I'm not sold on this being a valuable feature, but if it were implemented, I'd almost certainly prefer it to be tied to the existing dev mode option, rather than being another option - that is, styles are minified only in dev: false. But again, I don't really see what this would be for.

I often find myself examining the generated css by hand. Also sourcemaps can be hit or miss depending on the preprocessor used.

If you use VS Code you can use CSS formater or a similar plugin to format your css into a readable form.

@RedHatter out of interest, what are you examining the generated CSS for? I use browser inspection tools a lot but I never examine the CSS by hand?
