Supercollider: Windows 10: SC starts (scide & sclang) but lines don't evaluate, Help Brower is stuck on "Sending Request..."

Environment

• SuperCollider version: 3.10.3
• Operating system: Windows 10 Enterprise

Expected vs. actual behavior

If I evaluate s.boot or any other line, nothing happens in the post window.
Help Brower is stuck on "Sending Request..."
I only have one instance of sclang and scide in Task Manager.

I get this message in the post window, but nothing else when I evaluate a line after:

Almost certainly the same issue already reported in #4214.

thanks for reporting @panisterfatheroy! this is a duplicate of #4214, so i recommend following the steps over there and seeing if they work for you.

any information you can add to that issue would be helpful. as far as i can tell everyone affected by this is using a machine with restrictions from their organization's IT department, but the specific reason for this bug remains very mysterious to us.
