restaurant library
Restaurant is not a building type (would probably be rather ameneity=restaurant)... You should not answer which is the current use of the building but the original purpose for which the building was built..
And library is IMO always a civic building, so this is already covered...
BTW: a little bit information would be useful if you create a new issue... e.g. explain your use case and why you would want to add this.
There are buildings constructed as restaurants though.
In context of Europe, I can think of:
In my experience I also commonly would want to answer "restaurant" or so, though. (Remember people/user of sc don't know the tagging behind the quest.)
Sometimes I just selected "shops" when there are just multiple restaurants or so, there.

Okay, so the result of the discussion is that there should not be an extra tag for that and "retail" is fine.
Any ideas how we could change the wording (or add a description) to retail to be more inclusive to restaurants, cafés, taverns and pubs, etc?
"shops (including restaurants, …, …)" would be the obvious, but possibly not the most elegant choice.
"shops / restaurants"?
"shops / food places"?
