An "Another answer" item "This limit only applies at certain times" (or similar) should be added, so that such time-restricted speed limits can be correctly mapped.
This has been proposed before, see #353. Currently, just about 1% of roads tagged with speed limits do have this. Therefore, this is pretty insignificant. (And thus it has a quite low priority over other things because there is always the "leave note" fallback.)

Furthermore, temporary limits tend to be used near schools, factories and work sites or around environmentally sensitive areas (noise, pollution) so their safety and environmental significance is precisely what justifies their exceptionality.
I'm also commonly step on those, the main issue with an implementation: those are commonly misstagged with one of the speeds and they are often unequally for the travel direction - at least in my area. I think they most of the time just don't bother to install the signs after a construction 🙄

It's very common to have different speed limits according to travel direction. For example, when approaching an intersection.
BTW, I guess the label "new quest" makes no sense here, as it is just about enhancing a quest rather than creating a new one, @westnordost…
I have never seem something like this in the UK. I doubt it is commonly used across the world to be honest.

True, a new quest doesn't make sense.
I think we might consider a 'differs by time / direction / vehicle type' or similar button.
And let you add a default limit and in a second step asks some additionally questions.
I have never seem something like this in the UK. I doubt it is commonly used across the world to be honest.
Just because they are not common in England doesn't mean they are not common in the rest of the world.
Isn't there another quest that has a "differs by time of day" answer or am I imagining things 🤔?
