Could you please explain what you mean with "Videoreward"?
Do you want to give the user Stickers when they watch a Video?
But in any case you are welcome to make an unique app with creative features :)

So to your question if you can do that: Of course, nobody will stop you :)
You can basically do whatever you want in your app, as long as it is conform with the WhatsApp ToS and the guidelines of the store you are publishing to.
