Spyder: trouble when installing spyder 4

Problem Description
impossible to install spyder 4 though I have reinstalled a fresh version of anaconda
What steps reproduce the problem?
- install last version of Anaconda3-2019.10-Windows-x86_64.exe with admin rights
- install spyder 4 via anaconda command online 3.
What is the expected output? What do you see instead?
I expected the installation to be completed without trouble. but i got this message (see screen attached)

Can you try creating a new environment?
conda create --name spy spyder=4
My feeling is that something of the 100 or so big packages that comes with Anaconda in the base environment is conflicting with spyder.

@jipehache, the advice provided by @hmaarrfk is the best solution we can give you right now.
@dalthviz, could you install the latest Anaconda on Windows and then try to update to Spyder 4 to see if you get the same error?

Hey, I'm having the same problems as @jipehache.
I'm completely new to Python and Anaconda. I installed both of them for the first time like 2 weeks ago. And I've got the latest Anaconda Release.
I've tried to create a new environment as @hmaarrfk suggested. And it worked.
But I'm not quite sure how to proceed from here on.
After I've created the new environment, I tried to install Spyer 4.0 again via "conda install spyder=4.0.0", but it didn't work and yielded the same result as descirbed in the first post to this thread.
Is it necessary to install python 4.0 in the newly created environment ? (which I didn't do)

I can also confirm that a direct update of spyder after a fresh install of anaconda 2019.10 is not working.
The suggestion of "conda update anaconda" did however work without any issues.
