Spinnaker: Populate fields in a pipeline with the default values defined in a pipeline template

Issue Summary:

As a User I want to see the default value that a Publisher has set for a given field in the pipeline template that I've used to create my pipeline.

Description:

Pipeline Templates define variables that are used to populate the fields in a pipeline. These variables can have a defaultValue set on them. Show that defaultValue when a user is editing a field for the first time.

@louisjimenez Any idea if this is fixed or in queue? Currently any variables with defaultValue in template also need to be defined in config file too.
I am using Spinnaker version 1.15.2

Current behavior: Default value is displayed in the configuration modal UI.

Any progress on this error. Would be ideal to default certain values in the template that rarely change and only define in config if it needs to be overridden.
