Sphinx: 2.3.0 release plan

Hi maintainers

Over 2months has passed since last stable release. Based on our release cycle, it's time to release.
But, unfortunately, our development was stagnated in this summer. So 2.0 branch has very few new features and bugfixes at present.
So I'd like to propose you to postpone the release to next month or 2 months later.
What do you think?
