Sphinx: 1.8.1 release plan

Hi maintainers,

After 1.8.0 release, some issues have been posted. And I feel #5417 was an important issue for Sphinx users on old distro. There are some minor issues also. I'm worry about users make Sphinx pinned to old versions. So I'd like to ship bug-fix release in nearly days.
What do you think?

Unfortunately, I was in busy in this weekend. So I'll try to work this more in next weekdays (or weekend).

Any news on 1.8.1? #5417 is a major annoyance :-(

Given the number of tagged issues, might I suggest releasing a 1.8.1 with the current fixes and open PRs and then starting on a 1.8.2?

@blink1073 have you check other issues? If you'd already done and you can say other issues are not blocker, I can release it soon. But I've not done yet.

I ran the JupyterLab docs against the current 1.8 branch (5fd45a0f6f0478eff0265ab03ee4e972e194a7d5), and they build successfully. I am speaking only as a user of sphinx.

Another point of note, we can't pin the version of sphinx we use on rtd: https://github.com/rtfd/readthedocs.org/issues/3829.
