Sphinx: 1.7.1 release plan

It seems there are some CLI interface problems (see #4617, #4624, #4615).
I think they are critical. So I'd like to release 1.7.1 soon.
I will work for it in this weekend. So X-DAY will be in a few days (maybe Sunday to Wednesday).

Any comments?

@polyzen stable branch is not used now. So please refer changes of master branch:
