Unfortunately, some major bugs were found in Sphinx-1.61. So I will ship a bug fix release within a few days. (Now I'm in very busy, so I can't say concretely when I will be able to work...)
Please let me know if you have release blockers.
I think #3788 should get fixed for 1.6.2 and particularly #3803. The #3802 solves it, but there seems to be a problem possibly releated to the deprecation of set_warnfunc in sphinx.environment which happened for 1.6.1 release.
ah well you fixed #3803 at ffb84cb07e961fbbf6d54bf1e321298792c47a12 in the meantime.... ;-)
Is there any blocker? If none, I will release this today (maybe 8-10hours later)
I have added two commits to stable (350f58a, 445ed48). No blocker for me.
@tk0miya if you have time before release can you check if it makes sense to improve PR #3787 to some good Python and then merge it in 1.6.2 ? (but it may be delayed because it may need more extensive tests).

@tk0miya I feel #3781 is a blocker, after all. See http://www.sphinx-doc.org/en/stable/invocation.html for example for our own docs. I changed 1.6.2 milestones to 1.6.3 but now I regret it ...
