Spectacle: [Feature request] Dragging windows to the edges to resize

Generally, I prefer to use my keyboard to manage windows. But if I'm using the mouse for a task, I will rather use the mouse to resize windows.

By dragging windows to the corners to snaps them into quarters. Or use side edges to arrange horizontal and vertical.

Dragging to the top edge maximizes window size on a given screen. Bottom edge creates thirds. Slide on it to expand into two thirds.

This was asked in #678 but I wanted to check if 2 years after the situation has changed.

I took the image from Magnet that is a similar application than spectacle.
