Sparkle: Bumping minimum required macOS version

We currently support deployment of Sparkle on macOS as old as 10.7. I think bumping oldest supported OS version to 10.8 should be uncontroversial.

Can we bump to 10.9?

My apps send system version stats to a server, so I have approximate macOS version usage statistics. The last time a ping from a macOS 10.8 user came was more than a year ago.

Here are my stats from November:

10.9 | 0.03%
10.10 | 0.13%
10.11 | 0.76%
10.12 | 2.97%
10.13 | 10.41%
10.14 | 55.31%
10.15 | 30.40%

Judging by my users, you could raise the oldest supported version all the way to 10.12 and it would affect less than 1%.
