Expected or Desired Behavior

Upgrade Typescript package version to 3.5.3

Observed Behavior

I still see older version of TypeScript:

Steps to Reproduce

npm install -g [email protected]
npm ls typescript

Please let me know how I can get latest version of TypeScript in my project?

Have you tried to uninstall the previous rush-stack-compiler and re-install the Rush-Stack-Compiler 3.5? https://www.npmjs.com/package/@microsoft/rush-stack-compiler-3.5

You haven't completed all the steps for using a different version of TypeScripts. Please follow the instructions when using a different version of TypeScript than what the project is created with: https://github.com/SharePoint/sp-dev-docs/wiki/SharePoint-Framework-v1.8-release-notes#support-for-typescript-27-29-and-3x
