It appears that contributing to this integration is not possible right now because, per the Contributing Docs, local development requires a Slack Workspace app, which can no longer be created.
I'm aware that there are plans to do this migration in the future but I'm wondering if there's a short-term workaround so feature development is possible locally?
Sorry for that! We didn't expect this. We haven't looked into the migration path yet. We will keep you up to date about our progress as soon as we start working on that.
I just run into this issue as well, as I wanted to experiment with GitHub Enterprise support.

we are working with slack on migrating the Slack integration from workspace tokens to a different solution. We do not have an ETA yet, but we will share updates here.
