I think in the future the use of an open source Play services client may be possible:

However, as I understand it there's already a fallback available for devices without Play Services.

F-Droid supports reproducible builds, hence even the same Signal binary with the same signature could be distributed through F-Droid, once it's possible to build everything using FLOSS only.
E.g. the app Öffi has done this, allowing people switching from Google Play to F-Droid to receive updates without reinstalling the app. The F-Droid apk is using the original developers signature.
