Serverless-offline: Offline v3

Hi,

I linted the lib and fixed a long-standing issue this weekend, and have been trying to release the third version, but this will be a hell of a week and I don't think I'll be able to do it.
@Bilal-S can you help me? I know it's a lot to ask u_u'... Maybe we should advertise in the README that we are looking for more maintainers, what do you think?

If anyone has an urgent request, please notify us here, it will be bundled in the v3. New features will have to wait for v3.1.

Sure @gertjvr , we're looking for maintainers, here are some hints:

• Make sure everything works (with manual tests or not)
• Merge PRs (is there a feature you'd like to see?)
• Clean dead code
