Server: Default app is hard-coded, does not respect order based on App Order app

Steps to reproduce

  1. Install and enable App Order app
  2. Use this to set something else as the first app
  3. Navigate to the instance's front page

Expected behaviour

The app set as first in the order should be the default.

Actual behaviour

The app defaults to whatever is set by the defaultapp config param.
